Pursuant to Appendix C, ¶ 16(d), Department of Justice attorneys are automatically admitted to protective orders when issued and are subject to their terms. Thus, upon filing a notice of appearance, attorneys of record for the United States will be granted automatic access via CM/ECF to sealed documents in a bid protest case.

Pursuant to Appendix C, ¶ 16(c), an attorney of record for a party other than the United States must file an application for access to receive access via CM/ECF to sealed documents in a bid protest case. Absent any objections, such access will be granted on the third business day after service of the application.
